SPECIAL CALLED MEETING OF THE FARMVILLE TOWN COUNCIL HELD ON SEPTEMBER 11, 2007 At the special called meeting of the Farmville Town Council held at 5:00 pm on Tuesday, September 11, 2007 in the Town Hall Council Chambers located at 116 North Main Street, Farmville, Virginia, there present were Mayor S.C. Newman, Jr., presiding and Council members D.E. Whitus, D.L. Hunter, H.L. Horton, O.S. Overton, A.D. Reid and E.I. Gordon. Also in attendance were Town Manager, Gerald J. Spates and Town Attorney, Donald C. Blessing. The meeting opened with Council member Whitus offering a prayer and moment of silence for those who lost their lives in the horrific events on September 11, 2001. Town Manager, Gerald Spates read the special call meeting notice informing the public that Town Council had scheduled this meeting to share information and answer questions from the community regarding the property located at 305 First Avenue. Town Attorney, Donald C. Blessing reviewed the timeline of events and shared information and correspondences he had regarding the 305 First Avenue property. Mr. Blessing addressed the group offering what information he deemed appropriate that would not jeopardize any pending legal action. Residents followed up with questions. Residents attending expressed their frustration at what they described as a slow process and lack of strong zoning ordinances. Council members Horton and Gordon said Town Council is aware that the zoning ordinances need to be re-addressed and Council and the Farmville Planning Commission are working in that direction. Residents spoke of their concern with the building not being structurally sound and requested Council have an independent engineer make a determination. Members expressed their support of that recommendation and suggested Town Attorney, Don Blessing contact legal counsel for the Byrd property. There being no other business, the meeting was continued to Wednesday, September 12, 2007 at 5:30 in the Town Hall Council Chambers.
