REGULAR WORK SESSION OF THE FARMVILLE TOWN COUNCIL HELD ON OCTOBER 3, 2007 At the regular monthly work session of the Farmville Town Council held on October 3, 2007 at 11:00 in the Town Hall, Town Manager’s Conference Room located at 116 North Main Street, there present were Mayor S.C. Newman, Jr. presiding and Council members D.E. Whitus, S.B. Thompson, H.L. Horton, O.S. Overton, A.D. Reid and E.I. Gordon. Also in attendance were Town Manager, Gerald Spates and Town Attorney, Donald Blessing. Mayor Newman called the meeting to order and welcomed guest, Mr. Ken Copeland, Director of Economic Development with the Longwood Real Estate Foundation. Mr. Copeland addressed Council. He said he was unofficially reporting that Longwood University and the Real Estate Foundation have sent out communications to all staff and students reminding them of the possible drought situation and asking that they do everything they can to conserve water. Mr. Copeland wanted the Town to know that the campus is doing whatever they can to conserve and minimize water usage. Dr. Gordon spoke on the joint Sandy River Reservoir Project and what he perceives as the County’s lack of response to the project. He suggested Town Council consider other options for a water supply and not continue to wait on the County to take action. Members discussed a recommendation from Joe Hines, engineer with Timmons. He recommended moving the intake from the Water Treatment Plant to a point lower on the Appomattox River thus increasing the flow by approximately two million gallons per day. Discussions continued. WATER INTAKE PROJECT On motion by Dr. Gordon, seconded by Mr. Whitus and with a recorded vote with Council members Whitus, Thompson, Horton, Overton, Reid and Gordon voting “aye”, Council directed the Town Manager to contact Joe Hines with the Timmons Group to provide plans to have the Town’s water system intake relocated from the Water Treatment Plant to just below the Route 45 Appomattox River Bridge. VOLUNTARY WATER RESTRICTION On motion by Dr. Gordon, seconded by Mrs. Thompson and with all Council members voting “aye”, Council agreed to recommend citizens voluntarily restrict their water usage due to possible drought conditions. PURCHASE PROPERTY AT 305 FIRST AVENUE On motion by Dr. Gordon, seconded by Mr. Whitus and with a recorded vote with Council members Whitus, Thompson, Horton, Overton, Reid and Gordon voting “aye”, Council authorized Town Attorney, Don Blessing to contact Mr. Steve Byrd, property owner of 305 First Avenue and offer $75,000.00 for the purchase of the property. The Town will be purchasing the property, demolish the house and the property will be resold for a single-family dwelling. The Town Manager and Council members discussed the agenda items for the upcoming October 10th regular Council meeting. Council requested Mr. David Hooper appear at the October 10th Council meeting to answer questions and discuss his plans for a home based web design and consulting/internet sales and service business. Mr. Hooper applied for a conditional use permit to operate a business from his residence at 100 Jesse’s Way. The property is zoned R1A and this is an allowed use with a conditional use permit. Council member Horton made mention that the Property Committee minutes do not reflect a discussion by the committee regarding their desire that the Skatepark be created with the concept in mind that if at a future date the park is not being utilized by skateboarders it can be turned into another recreational facility, such as tennis court, basketball court, etc. GUIDELINES TO ENHANCE PEDESTRIAN TRAFFIC ON MAIN STREET On motion by Dr. Gordon, seconded by Mr. Horton and with all Council members voting “aye”, Council referred to the Street Committee the matter of discussing ways to enhance and increase retail pedestrian traffic on Main Street and to discuss communication with the downtown merchants. Council members spoke of their desire to establish “town friendly streets”. Town Council instructed Mr. Spates to issue letters of violation to the property owners with directional signage either painted or affixed on the outside of their property directing customers to a location other than where the sign is located. The letter shall instruct the property owner they have ten (10) business days to remove the sign. Council agreed that Town Attorney, Don Blessing does not have to appear in court for normal noise ordinance violations. The Judges, Commonwealth Attorney and Clerk has made the violation a pre-payable offense. Mr. Copeland addressed Council asking if the Town would allow the Farmville Emergency Communication Center to monitor the Fire Panel Alarm for Longwood Village. Mr. Spates stated that it should not be a problem. Mr. Copeland also asked the Town to consider constructing a sidewalk on South Street, on either side of the street, which runs from the Landings to Putney Street, behind McDonald’s. The Longwood Real Estate Foundation will pay the cost of the Town constructing the sidewalk.
