SPECIAL CALLED MEETING OF THE FARMVILLE TOWN COUNCIL HELD ON NOVEMBER 8, 2007 At the special called meeting of the Farmville Town Council held at 12:00 pm on Thursday, November 8, 2007 in the Conference Room of the Town Manager located at 116 North Main Street there present were Mayor S.C. Newman, Jr., presiding and Council members D.L. Hunter, S.B. Thompson, O.S. Overton, A.D.. Reid and E.I. Gordon; also in attendance for were Town Manager, Gerald Spates and Town Attorney, Donald C. Blessing. Mayor Newman called the meeting to order and Town Manager Gerald Spates read the serve notice of the special Council meeting stating the purpose of the meeting was as follows: 1. To discuss and take possible action concerning the water moratorium Mr. Spates updated members on a telephone conversation he had yesterday evening with Delegate Watkins Abbitt and a meeting he had this morning with Prince Edward County Administrator, Wade Bartlett and Assistant County Administrator Sarah Elam Puckett. Delegate Abbitt requested Town Council consider lifting the water moratorium until after the joint Town/County meeting scheduled on Thursday, November 15, 2007. Mr. Abbitt said he had conversations with the County and they have expressed concerns on the affect this moratorium may have on ongoing projects. Mr. Bartlett and Mrs. Elam-Puckett reiterated those concerns. Members spoke of their respect and support of Delegate Abbitt but felt that if the County is sincere in their efforts to reach an agreement to the Sandy River project, the Prince Edward County Board of Supervisors would make this matter a priority over attending to the “Homestead”. Members discussed Poplar Hill/ The Manor and Prince Edward County/CDA in regards to the outstanding debt owed to the Town of Farmville. Mayor Newman spoke strongly of keeping the moratorium in place saying that if members voted to lift the moratorium he would veto the action. Council members expressed their support of the moratorium. Mr. Spates shared a draft of the “Agreement with Prince Edward County” that he had prepared and Council members made amendments. WATER CONNECTION MORATORIUM OUTSIDE OF TOWN LIMITS On motion by Dr. Gordon, seconded by Mr. Overton and with a recorded vote with Council members Hunter, Thompson, Overton, and Gordon voting “aye”, Council agreed to not rescind the moratorium on out of town water connections. AGREEMENT WITH PRINCE EDWARD COUNTY FOR FUTURE WATER CONNECTIONS TO THE TOWN OF FARMVILLE On motion by Dr. Gordon, seconded by Mr. Overton Council instructed the Town Manager to hand deliver this afternoon the following amended “Agreement with Prince Edward County”: Council members spoke of their concern with Mr. Horton’s relationship with The Manor and the CDA and the affect that that position has on his role as a Town Council member.
