REGULAR WORK SESSION OF THE FARMVILLE TOWN COUNCIL HELD ON APRIL 2, 2008 At the regular monthly work session of the Farmville Town Council held on April 2, 2008 at 11:00 am in the Conference Room of the Town Manager’s office located at 116 North Main Street, there present were Mayor S. C. Newman, Jr., presiding and Council members D.E. Whitus, D.L. Hunter, S.B. Thompson, C.H. Lafoon, O.S. Overton, A.D. Reid and E.I. Gordon. Also in attendance was Town Manager, Gerald J. Spates. Mayor Newman called the meeting to order. Town Manager, Gerald Spates updated Council members on the agenda items for the April 9, 2008 regular Council meeting. No action was taken on any agenda items. Mr. Spates updated members on the progress of the Immigration Centers of America-Farmville, LLC (“ICA”) and spoke on the public/private partnership. He said that the Property Committee had discussed allowing the ICA developer to use the Town’s storage trailer located at the Water Treatment Plant as their office at the construction site. Mr. Spates said no action is required at this time but it will be on the agenda for the April meeting. Mr. Spates informed Council members that Cindy Morris, Town Planner/Deputy Zoning Administrator will be handling all Farmville planning commission and zoning issues. He said the Code of Virginia allows a member of the administrative branch of government of a locality to serve as a voting member on the commission. He stated he would be asking Council to appoint him to the Farmville Planning Commission at the April 9th Council meeting. Members discussed the upcoming Gang Awareness Workshop and the importance of the showing community support for the event. Also discussed was the change in Federal Charter Regulations and the effect on charters scheduled through the Farmville Area Bus. Mr. Spates said the Farmville Area Bus would no longer be able to provide charter services for any public or private trips going out of town. The Town has the option of setting up a separate account (bus, fuel, maintenance, employee salary/benefits) and running the service from a different location or simply not furnishing the service. Members discussed this alternative but took no action. Mr. Lacy Ward, Jr. appeared for Farmville Town Council on behalf of the Robert Russa and thanked them for their financial support and the commitment to the Museum. CLOSED MEETING MOTION On motion by Mrs. Thompson, seconded by Mr. Hunter and with all Council members voting “aye”, Council went into a Closed Meeting pursuant to Section 2.2-3711.A.1 of the Code of Virginia, for discussion or consideration of or interviews of prospective candidates for employment, assignment, appointment, promotion, performance, demotion, salaries, disciplining or resignation of specific public officers, appointees or employees of the Town of Farmville. On motion by Mrs. Thompson, seconded by Mr. Hunter and with all Council members voting “aye”, Council returned to the regular order of business. CERTIFICATION OF CLOSED MEETING WHEREAS, the Farmville Town Council has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Farmville Town Council that such closed meeting was conducted in conformity with Virginia law; NOW, THEREFORE, BE IT RESOLVED that the Farmville Town Council hereby certified that, to the best of each member’s knowledge, only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification resolution applies, and only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Farmville Town Council.
