RECONVENED COUNCIL MEETING OF THE FARMVILLE TOWN COUNCIL HELD MAY 22, 2008 At the reconvened meeting of the Farmville Town Council held on Thursday, May 22, 2008 at 11:00 am, there present were Mayor S.C. Newman, Jr., presiding and Council members D.E. Whitus, T.B. Pairet, O.S. Overton, A.D. Reid, and E.I. Gordon. Also in attendance were Town Manager, Gerald Spates and Town Treasurer, Carol Anne Seal. Mayor Newman called the meeting to order. 2008-2009 PROPOSED TOWN BUDGET On motion by Dr. Gordon, seconded by Mr. Whitus and with Council members Whitus, Pairet, Overton, Reid and Gordon voting “aye”, Council agreed to advertise a Public Hearing for the proposed 2008-2009 Town Budget. Members discussed the revenue and expenditures of proposed 2008-2009 Town budget. Mr. Spates said he had received a request from the Central Virginia Library to increase this year’s allocation from $30,000 to $35,000. Members expressed their support of this request. Also discussed were the Prince Edward Farmville Youth Association and the Youth Empowerment Center, Inc. Members supported increasing this year’s allocation for the Prince Edward Farmville Youth Association from $5,000 to $10,000 and the Youth Empowerment Center, Inc. from $1,000 to $2,000. Additionally discussed was the YMCA – Mr. Spates said the Town is furnishing the YMCA with free water and sewer service. Members agreed to continue the free service for one year and readdress this matter next year. They requested that a utility bill be sent to the YMCA showing the usage and the monetary contribution made by the Town of Farmville. Mrs. Seal was also instructed to send a utility bill including the interest to The Manor. AUTHORIZE PURCHASE OF PROPERTY On motion by Dr. Gordon, seconded by Mr. Whitus and with a recorded vote with Council members Whitus, Pairet, Overton, Reid and Gordon voting “aye”, Council authorized the purchase of 32.75 acres of land for $445,000. The property is owned by Mr. William D. Andrews and located adjacent to the Town landfill. The cost includes $50,000 from a previous Agreement between the Town and Mr. Andrews for the purchase of dirt. Mr. Spates updated members on the status of the landfill closure and the recommendations from B & B Consultants, the engineering firm contracted to oversee the closure process. Members discussed the monitoring wells locations and the availability of dirt. In conclusion, all supported the purchase of the property, expressing the benefits of owning the land and future recreation development possibilities. TOWN MANAGER REPORTED ON THE FOLLOWING: · Updated members on current projects – speaking briefly on the ICE project and joint Library project · Informed members that J & J Recycling is using the Waterworks Road to park vehicles and to access the rear of their property. The Town purchased the property as fee simple for access to the Water Treatment Plant. Council members instructed the Town Manager to inform J & J Recycling they have thirty (30) days to cease use of the property. TOWN COUNCIL REPORTED ON THE FOLLOWING · Members requested information on the process and requirements of town to city status The Town Manager took members on a tour of the Town landfill.
