REGULAR MONTHLY WORK SESSION OF THE FARMVILLE TOWN COUNCIL

HELD ON OCTOBER 1, 2008

At the regular monthly work session of the Farmville Town Council held on October 1, 2008, in the conference room of the Town Manager’s office located at 116 North Main Street, there present were Mayor S.C. Newman, Jr., presiding and Council members D.E. Whitus, D.L. Hunter, S.B. Thompson, T.B. Pairet, O.S. Overton, A.D. Reid and E.I. Gordon. Also in attendance were Town Manager, Gerald Spates and Town Attorney, Donald Blessing.

Mayor Newman called the meeting to order. Town Manager, Gerald Spates presented the agenda items of the upcoming October 15, 2008 Council meeting.

Council members discussed the agenda items and no formal action was taken.

Mr. Spates updated members on Mottley Lake property and the recent sale of vacant trailers. He said all but one of the remaining tenants are on a month-by-month lease and have been notified by the Town Attorney that as of November 30, 2008 they will no longer be able to rent the trailers. Mr. Spates informed members that all of the trailers advertised in sealed bids last month were sold, each bringing $1,500.00. He added that he had been approached by one of the current tenants, asking if she could purchase the trailer she is living in for $1,500.00. Members took no formal action but expressed their support with the sale of the trailer for $1,500.00.

Mr. Spates also discussed installing meters on High Street to St. George, in order to turn the parking spaces over. Members supported his recommendation.

Renovations for the Farmville Municipal Golf Course banquet room and pool were discussed. Members agreed with Mr. Spates’ recommendations of Mr. Emmitt Lifsey with the firm of Calloway Johnson Moore and West, P.A. in preparing a renovation design for the banquet facility and also agreed that the pool renovations needed to go out on bid.

Council member Pairet asked members to consider moving the work session and council meeting dates from Wednesday to Thursday beginning in January 2009. Members agreed to consider the request and discuss it at the October 15 Council meeting.

Council member Hunter left the meeting at 11:45am.

On motion by Dr. Gordon, seconded by Mr. Whitus and with all Council members voting “aye” Council went into closed session pursuant to Section 2.2-3711.A.7 of the Code of Virginia for consultation with legal counsel and briefing by staff members, consultants or attorneys, pertaining to actual or probable litigation, or legal matters regarding issues between the Town of Farmville and the County of Prince Edward and/or legal matters involving the Town of Farmville and the Immigration Centers of America – Farmville, LLC and other specific legal matters requiring provision of legal counsel.

On motion by Dr. Gordon, seconded by Mr. Whitus and with all members voting “aye”, Council returned to the regular order of business.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Farmville Town Council has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and

WHEREAS, Section 2.2-3712 of the Code of Virginia requires certification by the Farmville Town Council that such closed meeting was conducted in conformity with Virginia law;

NOW, THEREFORE, BE IT RESOLVED that the Farmville Town Council hereby certified that to the best of each member’s knowledge only public business lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification resolution applies and only such public business matters were identified in the motion convening the closed meeting were heard, discussed or considered by the Farmville Town Council.
