MINUTES Town of Farmville Planning Commission Meeting Held at THE TOWN HALL Town Manager’s Conference Room Farmville, Virginia Tuesday, June 17, 2008-12:00 (Noon) Members Present: Andy Andrews, Pam Butler, Lloyd McKay, Sam Wilson, Jr., Ted Cunningham, Otto Overton and Gerry Spates. Guests: Sally Thompson, Town Council Member, Ken Copeland, Director of Longwood University Real Estate Foundation and Mr. Copeland’s intern Jonathan Chumney. Staff: Cindy Morris, Planner and Megan Douglas, Administrative Assistant. The meeting began at 12:00 p.m. Approval of Minutes: The meeting opened with Ms. Morris asking for approval of the draft minutes for the May 13th and June 4th meetings. One minor correction to be made to the May 13th minutes was noted by Ms. Butler. Mr. Wilson made motion to approve the minutes as presented, with the correction; Mr. Andrews gave a second with all other members voting “aye.” Mr. Wilson inquired about training for Planning Commission Members. Mr. Spates informed Commission Members that he plans to contact Mike Chandler, about future training opportunities. Mr. Spates suggested that the Town of Farmville host a training seminar for Planning Commission Members. Approval of proposed Planning Commission dates for fiscal year 2008-2009: Mr. Spates suggested meeting every other month, instead of the proposed monthly schedule. The Planning Commissioners decided to amend the proposed monthly schedule to meet bi-monthly, beginning on July 15, 2008 at 12:00 Noon. Mr. Spates reminded the Planning Commission that they may hold other meetings when necessary. The Planning Commissions bi-monthly schedule will be advertised in the newspaper and be posted at the Town Hall. Request for rezoning from Longwood University Real Estate Foundation (REF) for Property at 605 and 611 High Street and 606 Chambers Street to be rezoned from R1A to R3A: Longwood University Real Estate Foundation is requesting a change of zoning from R1A to R3A at 605, 611 High Street, and 606 Chambers Street, for the purpose of constructing an Alumni and Conference Center adjacent to the house located at 611 High Street. Mr. Copeland informed the Planning Commission that Longwood University Real Estate Foundation is an independent nonprofit Organization. Mr. Copeland then presented the Planning Commission with a model of how the Alumni and Conference Center would look once built. The Planning Commission Members had concerns about how the landscape would be preserved and how the facility would look from High Street. They also mentioned the potential of an increase in traffic volume after the Alumni and Conference Center is built. Mr. Wilson made a motion that Longwood University Real Estate Foundation’s application be forwarded to Council with a favorable recommendation, noting that maximum attention be given to preserve the architectural and environmental integrity of the High Street Neighborhood, and that a Joint Public hearing be scheduled for final public comment. Ms. Butler seconded the motion, with all other Planning Commission Members voting “aye.” Other Items of New Business: Commission Member, Mr. Wilson, had interest in the process and time frame of the High Bridge Rail to Trail. Mr. Spates informed the Planning Commission, that a portion of the High Bridge Rails to Trails would open in the next month or so, starting with the overpass on River Road through Farmville, to High Bridge. Mr. Wilson brought up the need to preserve Farmville’s Green spaces. He mentioned the space for sale at the corner of South Main Street and Milnwood and Graham Roads. Mr. Wilson also mentioned the property, which is located at the corner of Virginia and Putney Street, behind McDonald’s. Mr. Spates said he would check on the status and cost of the two properties. Discussion also included, the Town having a public swimming pool. Ms. Thompson, Council Member, suggested the Town of Farmville finding property to buy to construct a swimming pool, considering the swimming program is so popular. Properties that were brought up in discussion for possible locations were the Prince Edward Community Center near the corner of Gross Street and Main Street and properties on West Third Street, consisting of Wilck's Lake and the Field of Dreams. There being no further discussion, the meeting adjourned at 1:10 p.m., with Mr. Spates making the motion, seconded by Mr. McKay. _____________________________ _____________________________ Andy Andrews, Chairman Gerald J.
